Democracy Compels a Balancing of Development. Democratization has restored civil rights to all people and opened social dialogue to help balance the nation’s development path through various objectives of concern to citizens. Economic and political development both allowed and compelled two successive democratic presidents, Roh Tae-woo and Kim Young-sam, to focus on reforms and investment in social development, with an emphasis on the needy, while leaving economic growth largely in the hands of the market.
