In spite of universal coverage of the population, out-of-pocket (OOP) payments still account for more than 30% of health expenditures in Korea. Korea needs to improve the efficiency of its health system by strengthening primary care, reducing the over-reliance on big general hospitals, and abolishing fee-for-service payments. Korea also needs to expand the revenue of health financing. Health insurance contributions are currently based on labor income but should be charged on all types of income, including rental income, financial income, etc.
