In this chapter, Professor Sachs addresses the idea of losses and damages that is part of the Paris Climate Agreement. This is functionally compensation by the richer countries for climate-related damage caused to low-income countries that didn't contribute to the problem, but are bearing a lot of the brunt of the problem. He proposes a global losses and damages fund that would make direct payments and implement a global insurance system. The burden of R&D must also be shared. He outlines many ways that climate fairness must be implemented and carried out.
