Countries need to pursue a range of financing options to close this financing gap. However, they confront a number of structural challenges, including pervasive economic informality, tax evasion at a domestic level and, at the international level, illicit financial flows and profit shifting. Combined efforts at local, national and international level are thus required to close the social protection financing gap.
