Humanitarian actors are a specific type of actor. Humanitarianism has its roots in religious thinking; in free giving, the idea that all are born free and equal and deserves a response; and that all people should try and respond if they can. Humanitarian actors should be neutral, but this can be difficult in politically-charged situations. The Humanitarian Charter notes that it is the right of all people to receive protection and assistance. However, these rights are not actually enshrined in any law, so the charter has to call on rights that already exist elsewhere.
