The planning mechanism in the Korean Experience. Plans come with different time horizons. Of course, almost every government in the world has a one-year "plan," which is its budget. When it comes to in case of planning for the energy transition, shifting from coal, oil, and gas to low carbon energy sources like wind, solar, or nuclear or hydro power, geothermal energy. That requires planning over a 20- to 30-year period because that’s how long the infrastructure is and how far ahead we have to anticipate changes in peak use and so forth to make sure there is a resilient energy system.
