Rights Are Nice, But Are They Enough?

Although rights are part of the international development agenda, how can we ensure that people know their rights and are able to claim them? Rights that do not exist yet are harder to promote, and sometimes, even established rights are hard to claim because of social norms that make it difficult for individuals to claim them.
