A report prepared by the Ministry of Science and Technology in 1972 indicated inherent problems with skill-development schemes and qualification systems. After examining the education system, the report pointed out the following problems: a lack of skills education for primary school graduates who did not move on to secondary education; a lack of a practical way to utilize secondary school graduates as professional technicians; the unclear function and role of vocational high schools; and lastly, the need to revise the system to allow practical education and field experience in tertiary
educational institutions, along with the acquisition of facilities.
