After World War II, the world began to be divided into the third world, or the global South, with less developed countries that were not westernized. The focus in this period was on the industrialization and economic development of these regions of the world. In the 1990s, the development agenda shifted to rights, of the child, woman, environment, worker, etc. Different entities have different perspectives on what rights mean. The Millennium Development Goals aimed to place rights center stage on a global agenda, although some people saw these efforts as a failure.
