Data and technology are crucial to increasing equity in education by helping identify, target and support those who are most in need. Missing data means that vulnerable children cannot be identified – for example an out-of-school or migrant child who was never counted. Scattered data means that it might be held by one sector or ministry and not counted by another – for example a child with a disability may be counted under the Ministry of Health but not under the Ministry of Education. An increasing digital divide reveals that some learners may not have access to equal educational opportunities due to lack of connectivity, infrastructure, household computer, or equipment in certain schools.
